What reduction ratio does your transmission have? When you reach 2100 rpm (indicated) are you blowing black exhaust smoke (one sign of an overloaded engine) Check your tach. I've seen several that won't go beyond the uwner's usual cruising rpm, no matter what the actual rpm. When you reach 2100 indicated, is there throttle left. Does the engine sound like it'rs reving more at full throttle than when you just reach 2100 RPM. Are you relying on a knotmeter to tell you that you are going 4.5 knots? Have you checked your knotmeter? Timed a measured mile? Quick visual check, at 4.5 knots, there are no rollers following the boat. At 5 knots there are about 3-4 inch high rollers behind you and at 6 knots, the rollers are more like 6". If you have rollers behind the boat and your knotmeter says 4.5 knots, then the knotmeter is not indicating properly.
